Executive Director,
Mayor’s Commission on Literacy
The Mayor’s Commission on Literacy is seeking an Executive
Director (ED) to mobilize citizen, corporate, philanthropic,
government and media support to ensure that all Philadelphians
have the basic literacy skills necessary for employment,
parenthood and citizenship. The Executive Director will oversee
a staff of 14 and will lead a Commission (board) named
by Mayor Michael Nutter to address the need for more effective
literacy programs, accelerated GED and adult diploma
acquisition, postsecondary transition of literacy program
graduates, and the development of data and management
systems to track students and assess program quality and return
on investment. The ED will report to the Associate Director
of the Free Library of Philadelphia.
Successful candidates will possess a bachelor’s degree and
a minimum of five years experience. Required skills include
leadership, outreach, fund-raising, supervision, systems
thinking, strategic implementation, public speaking and writing
for diverse audiences. A track record of successful collaboration
with sister agencies/programs/organizations is essential.
City residency is required within six months of appointment.
Salary commensurate with experience. Excellent benefits

WASHINGTON — The White
House on Friday disputed an
assertion in a new book by Bob
Woodward that President Bush
was slow to react to escalating
attacks in Iraq, forcefully arguing
that Bush’s military
buildup was responsible for a
sharp drop in the violence.
In a sharply worded, two-page
statement, National Security
Adviser Stephen Hadley pushed
back on other revelations in the
book, but did not address
Woodward’s assertion that the
Bush administration spied
extensively on Iraq Prime
Minister Nouri al-Maliki and
others in the Iraqi government.
Woodward’s book, “The War
Within: A Secret White House
History, 2006-2008,” tells of a
president detached, tentative
and slow to react to the escalating
violence in Iraq, The
Washington Post reported on its
Web site Thursday night.
But once Bush decided that
thousands of additional troops
were needed, he moved with
focus and determination even
though top military advisers
resisted him, wrote Woodward,
a Post associate editor.
Hadley said Bush was not
“detached” from an internal
review he ordered of the war in
late 2006. Woodward writes
that the review was done in
secret because the White House
was worried it would damage
GOP chances in midterm elections.
“We’ve got to do it under
the radar screen because the
electoral season is so hot,”
Hadley is quoted as telling

Obama changes strategy
in the General Election

DILLONVALE, Ohio — So
much for the full-on 50-state
strategy. Call Barack Obama’s
implementation of national
Democrats’ coast-to-coast plan
“Fifty-State Lite.”
Obama’s strategists say they
will pick and choose where to
spend time and money. Sure,
the presidential candidate is
spending time in previously
Republican Indiana and North
Carolina, but the true focus is
going to be areas where he simply
must win.
Despite early optimism,
Obama’s strategists are mapping
out an electoral plan similar
to Democrat John Kerry’s
from 2004, with a few tweaks.
Obama still is pushing into traditionally
Republican and rural
areas, such as this farm region
along the Ohio River. But don’t
look for the Democratic presidential
nominee in, say, undeniably
GOP Idaho.
Obama made a beeline for the
Rust Belt when he left the
Democratic National Convention
last week. With a swing through
Pennsylvania, Ohio and
Michigan, Obama signaled the
importance of this region to his
campaign. Kerry won
Pennsylvania and Michigan —
two states where Obama strategists
think their chances are iffy
— and lost Ohio by a one-voteper-precinct
margin in 2004.
Obama has long looked for a
way to win the White House
without the 20 electoral votes of
Ohio, the prototypical swing
state. His top aides, including
his campaign manager, once
said they could lose the state
and still win the election by
picking off states that typically
support Republicans.

No more.
The campaign is quietly eyeing
a states’ map similar to the
one used in past elections, with
some exceptions. Obama this
week dropped advertising in
Georgia, a traditionally
Republican state that he considered
winnable based on
increased voter registration
among Blacks and young people.
Yet Obama is advertising in
about 16 states; Kerry only won
four of them in 2004.
The updated plan puts Ohio
and its neighbors back at the
top of the list. And for good reason.
Lots of new voters registered
for the state’s March primary,
and Democrats now enjoy a
900,000-person advantage on
state voter rolls. Pennsylvania
favors Obama by a million registered
Democrats. Michigan
doesn’t register by political
party.
Yet Democrats who supported
Hillary Rodham Clinton during
the primaries haven’t completely
swung over to Obama, according
to his campaign’s internal
polling. Aides are optimistic they
will get there before November,
aided by events such as
Obama’s discussion Wednesday
about women and the economy
in eastern Ohio.
Even Friday, Obama borrowed
pieces of Clinton’s stump
speech during a stop at a glass
factory near Scranton, employing
the same rhetoric that
helped Clinton win in
Pennsylvania. – (AP)
